Answer:

Greater. One of the easiest ways to see this is to divide the numbers, since fractions are technically dividing. So 8 divided by 11 is about 0.73. -1 divided by 3 is about -0.33. So since 0.73 is greater than -0.33, 8/11 is bigger. :D
