the mystery number is 27

Explanation:

The given number is

1) a two digit number.

⇒The number is between 10 and 99.

2) The number is 3 less than a multiple of 10.

⇒The number is either of the following in the set { 20 -3, 30 -3, 40-3,50-3, 60-3, 70-3, 80-3, 90-3, 100-3}

= { 17, 27,37,47,57,67,77,87,97}

3)The number is 2 more than a perfect square.

From the above set in (2) the only number taht satisfies this condition is

27 as
27 =  2 + 25 =   2 + (5)^2

So, 27 is a number which is 2 more than a perfect square.

Hence, the mystery number is 27.
