Hans concentration is greater.

Concentration=\frac{\text{number of cups of orange juice}}{\text{number of cups of orange juice+number of cups of water}}

For Clare,


\text{number of orange cups}=(1)/(3) \\\text{number of water cups}=(5)/(2)

Concentration=
((1)/(3) )/((5)/(2) +(1)/(3)) =((1)/(3))/((17)/(6) )=(2)/(17)=0.117

For Han,


\text{number of orange cups}=(1)/(4)\\\text{number of water cups}=(5)/(3)

Concentration=
((1)/(4) )/((5)/(3) +(1)/(4)) =((1)/(4))/((23)/(12) )=(3)/(23)=0.130

So,Hans concentration is greater.
