it is based off of the population of the state, not size. used to be different before civil war, slaves were worth a little less than a white person

The member of house of representatives are elected from all the 50 US states. Each state should have at least one member, representing it in the house of representatives. The number of representatives to be sent by each state is determined on the basis of it's populations, calculated by the US census.
