`y + 3 = - 2(x + 5) \\ y + 3 = - 2x - 10 \\ y = - 2x - 13`

y = mx + b

-3 = -2(-5) + b

-3 = 10 + b

-13 = b

y = -2m - 13

The line would pass through -13 on the y-axis and it would go down 2 and move to the right 1 for every new point.
