He claimed that reinforcement doesn't just function as a tool, but it's also the knowledge provider to be given the next reinforcement once the action is replicated.

Bandura found out that, in order for the person to replicate a friendly behavior, he must include his cognitive processes, as opposed to Skiner's assumption that thought only takes place within a "black box."

Bandura accepted that the environment affects actions in this sense, but behavior can also affect the setting.
