A party platform is where you find the information about a specific political party. Issue: taxes... the democratic party believes that taxes should be higher to help the country. On the other hand the republican party believes that taxes should be lower and that most of the tax money collected should be used on the military. And sorry i don't know how to answer the last part. :(
