We have to find the perimeter of rhombus ABCD.

Distance formula :
√((x_2-x_1)^2+(y_2-y_1)^2)

Using the distance formula

Side AB=
√((-2-1)^2+(-3-1)^2)=5 units

We know that sides of rhombus are equal

Therefore, AB=BC=CD=AD=5 units

Perimeter of rhombus=
4* side

Perimeter of rhombus=
4* 5=20 units

Answer: 20 units
