the given point is (18,2)-
y-2=1/3 (x-18)
or 3(y-2)=x-18
or 3y=x-18+6=x-12

Two lines are parallel if the slope is the same, here we want a line parallel to:

3y - x =-12

3y = x - 12

y = (1/3)*x - 4

The slope is (1/3), so we want a line of the form:

y = (1/3)*x + b

This line must pass trough (18, 2), then we can replace the values:

2 = 6 + b

2 - 6 = b
