Explanation:

In order to solve inequalities, you want to isolate the variable.

Subtract 3 from both sides to give you (I can't put the greater than or less than or equal to with the line underneath, so just imagine that it's there)

-8 <-4r

Divide both sides by -4 to get the r by itself.

-8÷-4=2

2<r

Two is less than or equal to r, or you can word it r is greater than or equal to 2. So now you look at your options, and choose the ones that are greater than 2. 3, 4, and 7 are all greater than 2.
