In general, what conditions create a whiteout (blizzard)?

Answer:

Sunlight is blocked, reduced and scattered by ice crystals in falling snow, wind-blown spin-drift, water droplets in low-lying clouds or localized fog, etc. The remaining scattered light is merged and blended.
