Assuming the height of the shadow of tower is taken at the same time the height of shadow of a tree is taken, the magnification factor is the same

The ratio of image to object for tree will be 1.32/3.5=0.377142857

The same ratio is applied for the tower, therefore, the real height of tower will be 46.5/0.377142857 =123.2954545

To the nearest meter, the height is approximately 123 m
