Explanation:

m = -2/3 (parallel lines have the same slope)

Passes through (0,10)

Use point slope formula (y-y1) = m(x-x1)

y-10 = -2/3(x - 0)

Now distribute and solve for y to change to slope-intercept form y = mx+b

y-10 = -2/3x + 0

y = -2/3x +10
