C.

And, you stretch or compress the function f(x) in the y-direction by multiplying the function by a constant, that is, cf(x), when c is a constant.

Then f(x)-4 is the function f(x) four units up in the direction of the axis y.

And 4f(x) is the function f(x) stretch by a factor of 4.
