Step-by-step explanation:

A percentage is a representation of a fraction. Just as any fraction relates a quantity to a whole, so does a percentage.

Example:

3/5 represents 3 parts out of 5.

Its equivalent as a percentage is ...

3/5 · 100% = 60%

which also represents 3 parts out of 5, or 6 parts out of 10, or 60 parts out of 100.

Note that the percent symbol (%) can be considered to be a shorthand way to write /100. Similarly, the "mils" symbol (‰) can be considered a shorthand way to write /1000. That is, 60% is fully equivalent to 60/100, and vice versa.
