y+6 = \frac 4 5(x+3)

That's point slope form, a line with slope m through (a,b) is

y - b = m(x - a)

We have a slope m=4/5 and a point (a,b)=(-3,-6)

A slope of 4/5 means for each 5 unit increase in x with get a 4 unit increase in y. So (x,y)=(-3 + 5, -6 + 4) = (2, -2) is also on the line.

Answer: Plot (-3,-6) and (2,-2) and the line joining them.
