PROBLEMS

Prevent future French aggression by surrounding France with strong countries;

Restore a balance of power , so that no country would be a threat to others; and

Restore Europe's royal families to the thrones they held before the Napoleonic Wars.

SOLUTIONS

He solve the first problem by making the countries around France stronger: the Austrian Netherlands and Dutch Republic formed the Kingdom of the Netherlands; the German Confederation was created, Switzerland became an independent state; and the Kingdom of Sardinia was strengthened by annexing Genoa.

The second problem was solve by reshaping france to its original borders of 1790, forcing it to give back the territory that has previously gained, paying a fine and have an army occuping its teritory for five years.

The third problem was solve by restoring the Bourbons to the thrones in France, Spain, and the Kingdom of Two Sicilies

Additionally, the Hapsburgs came back to rule several Italian states and many former rulers of the German states regained their thrones. In sum, the Congress of Vienna was a victory for conservatism
