Explanation: Foreign aid in this case, due to the usual behaviour of local government officials in poor countries, will encourage division and inequality, so that the richer areas will get some help and become richer than they were, and the poor areas will be left without aid and money stolen by government officials. In this way, due to bureaucracy, connections and corruption, the differences in resources will increase, i.e. the richer regions will have even more resources than before and the poor will continue to be poor.
