Jonathan Swift wrote his pamphlet "A Modest Proposal" as a critique of how the English monarchy treated the Irish people. Strife with poverty, and inhumane conditions of living, laden with an increase in the population especially of the poorer sections, he suggested a number of proposals to tackle the problem Ireland is facing.

In the given passage from the proposal, Swift states that the solution he has come up with should not be considered for other kingdoms for it was meant only for the Irish kingdom. He lists the numerous suggestions that has been considered, but failed to help improve the situation. He gave a list of the 'failed' reforms that were undertaken- like the prohibition of buying foreign goods, "Of curing the expensiveness of pride, vanity, Idleness, and gaming in our women,...... Of quitting our animosities and factions....... of putting a spirit of honesty, industry, and skill into our shop-keepers" etc. All these suggestions are naive and unrealistic, which left his proposal as the only feasible one. It is worth remembering that this whole proposal is a satirical work and not a practical one, which Swift uses to critique the government.
