A function is even if

f(-x)=f(x)

A function is odd if

f(-x)=-f(x)

In this case, we have

f(-x)=4(-x)+3 = -4x+3

Since

f(-x)=-4x+3\\eq 4x+3=f(x)

The function is not even, and since

f(-x)=-4x+3\\eq -4x-3=-f(x)

the function is not odd, either.
