For this case we have the following inequality:

2x + 1> -3

Subtracting 1 from both sides of the inequality we have:

2x> -3-1\\2x> -4

Dividing between 2 on both sides of the inequality we have:

x> - \frac {4} {2}\\x> -2

Thus, the solution is given by all the values of "x" greater than -2.

Therefore, -3 is not a solution to inequality. -1 if it is a solution to inequality.

Answer:

-3 is not a solution to inequality. -1 if it is a solution to inequality.
