An perpendicular line is the negative reciprocal of the original line. So in this case, the new slope will be 1/2.
Next we have to solve for b, so we plug in the point (1,-1) into the equation with our new slope
-1 = (1/2)*(1) + b
b = (-3/2)
Then plug b back into the equation, and you get your answer:
y = (1/2)x + (-3/2)
