No, it is false.

Explanation:

Because you have 6 on the left and 3 on the right, 6 is in place of x while 3 is in place of y.

Because the variables are crammed together with the actual numbers, you multiply them. 6*16=96 and 3*20=60. 60+96=156.

It is pretty clear at this point that 156 is not less than or equal to 5, so the statement is false.
