If a line is parallel to other we can say that both of them have the same angular coeficient

y = ax + b

where a is the angular coeficient

So in our case we have the equation y = 2x - 8 and a = 2

That known we can say that our parallel line will have a equal 2 too

We have the equation (y - yo) = m.(x - xo) where m is equal to a

Now we just have to subs the terms and (xo, yo) is the point that the line go through

(y - 3) = 2.(x - (-1))

y - 3 = 2.(x + 1)

y - 3 = 2.x + 2.1

y - 3 = 2x + 2

y = 2x + 2 + 3

y = 2x + 5
