Explanation:

Let x be the term we are looking for

Therefore;

Population in 2000 = x

Population in 1940 = 7.9Million

Recall population in 2000 is 1.57 times population in 1940

Therefore

1.57 * x = 7.9

x = 7.9m * 1.57

x = 12.403

Rounding off to the nearest tenth in Millions

= 12.4Million
