I’d say A as b and c don’t make a lot of sense in the context. For example look at your staff, if some people excel working alone place those people in roles where they are personally responsible for that one thing. If others need a group of people to increase productivity then place a group of people together that you think will work well in charge of a bigger project. I hope that helps!
