Explanation:

remember, the functional value, f(x) or h(x) or ... is usually represented by the variable y.

that is what established the coordinate grid with an x-axis and a y-axis. we could also call the y-axis e.g. h(x)-axis.

so, the question is actually :

when we have the functional value y = -1 (or h(x) = -1), what is the value on the x-axis (where y = -1) ?

we find in the graphic that y = -1, when the line intersects the y-axis. that makes x = 0. because from y = -1 on the line we simply go vertically up or down until we hit the x-axis, and that is the x- value (0 in our case).

and the second question goes the other way around : we know x = -3.

what is the y-value there ?

we go to x = -3 and then follow a vertical line up or down until we hit the line. and the y- value there is the Cincinnati result : +5

so, the answers are

x = 0

h(-3) = 5
