x = -4, then y = 2

and when x = 4, y = -1

Now, slope of the line joining these two pints is:
(Y_2 - Y _ 1)/(X_2 - X_1)  = (2 - (-1))/(-4 -4) = -1/8

m = -(1/8)

Now, by point slope formula,the equation of line is:

y - y0 = m (x-x0)

So,
(y -2) =  -(3)/(8) (x + 4)

Hence, option B is the correct equation of the line.
