The first constitution of the United States was Articles of Confederation. It created the national government which composed of a congress and the articles granted it the power to sign treaties, declare war ,make alliances and manage relations with the Indians. All the thirteen states got equal representation in the congress. Approval of nine states was needed for a bill to become a law. The states were granted the power to tax and congress was dependent on the states for funds, borrowing money from other countries and selling the lands available in the west. There was no provision for national courts. The congress also couldn't regulate trade or draft soldiers.
