This is because if you stand still on a scale in the elevator which is accelerating upwards you feel heavier as the elevator floor presses harder on your feet and then the scale will show a higher reading than when the elevator is at rest. The force exerted by the scale is known as apparent weight it does not change with constant speed

EITHER ...

The elevator is going up, but it's slowing and getting ready to stop.

OR ...

The elevator was stopped, then the doors closed, and it started going down just a second ago.
