You your first place is the ones column. Your second place is the 10's column.

Your third place is the 100's column.

Your 4th place is the thousandth column.

So look at your third place which is four and go to the right of that number. If that number is below 5 the number in the hundredths column stays the same if the number is 5 or above then the number increases by 1. In this case your number 4 stays the same because the value in the tenths place is only one meaning it does not go up and value for the hundredths place.
