The Constitutional Convention’s Committee of Detail had introduced a preliminary draft of the Constitution to the delegates, Federalists and the Anti-Federalists in the early month of August 1787.

During that time, the Federalists and Anti-Federalists had started debating over how the foundation of the constitution and the government of America should be like. Since the constitution had given much power to the Federalists, the Anti-Federalists started voicing out their opinions through speeches, essays and pamphlets which were known as “Anti-Federalists Papers.”
