I think it might outlaw plea bargaining, or at least change it a lot. Something like 90% of criminal trials are averted by plea bargains. They inflate the charges, then make a deal with the defendant if he'll plead guilty to one they'll drop the rest. So most defendants, especially those too poor to really defend themselves, take the deal. Studies have shown that thousands of defendants every year, mostly blacks, mostly poor, plead guilty to crimes they didn't do because the alternative is a much longer sentence.
