b. -2x^3 +x^2 +1

Explanation:

(x^3 - x^2 + 4) - (3x^3 - 2x^2 +3)

x^3 - 3x^3 = -2^3

-x^2 - (-2x^2) = -x^2 + 2x^2) = x^2

4 - 3 = 1
