Here, the given equation is -2x + 3y = 15

Simplifying this equation in the form : y = mx +b

Transposing the x variable terms on the other side, we get

3y = 15 + 2x

or, y = (15 + 2x)/ 3

or,
y = (2)/(3)x +  (15)/(3)

⇒
y = (2)/(3)x +  5

Comparing this with y = mx + b, we get

m = (2/3) and b = 5
