Even though Tycho conducted the observations and collected the data that Kepler used to figure out the laws of planetary motion, Tycho never had a telescope.
What he did have was instruments that let him make exquisitely precise and accurate measurements of the POSITIONS of things he saw in the sky. By doing that on thousands of nights (and writing everything down), he gathered detailed descriptions of the MOTIONS of the planets.
