but the tape is attracted to her hand. So, the tape clings to her hand. Formulate a possible explanation for this.

Due to the similar nature of the charge, the two tapes repel each other and do no stick. Instead, the tapes stick to the hand. This is due to charging by induction where in hands get polarized and the tape clings to it.
