(a) The oscilation in the pressure inside arteries and arterioles is called by the cardiac rythm. During ventricular systole the pressure rises and during ventricular diastole it decreases

(b)Because when referring to capliaries there is a smaller diameter in the cross section but the surface is bigger. This means that the pressure decreases and the blood has a steady flow instead of periodic bursts.
