  • When the chairman called the meeting to order, only 16 members were in attendance. ("WHEN" is the initial word, all initial words begin with capital letters, "CHAIRMAN" does not take capital because it is simply a noun and not a proper noun. The number"16" is not written with letters, we only write with letters numbers from zero to nine. )

  • Four hundred applications were received by HR last month. ("Four" initial words take initial capital letter, the number "FOUR" belongs to the group of numbers written in letters (zero to nine), "HUNDRED" is written in letters because it's a whole number, "HR" it's an abbrevation for the name of a department "Human Resources" and both letters are capitalized in this case.

The other two sentences are wrong because:

  • The word "NORTH" when used to show a direction does not take initial capital letter.
  • The word "CELL PHONE" is a common noun and those are not capitalized.

Bear in mind that there are several conventions regarding number usage, and there are several exceptions. If you are writing academically you should always base yourself on the MLA or APA style.
