Why was the Dawes Act ineffective in its intentions?

The land was too plentiful to distribute.
The plan gave away too much land,
The tribes did not have support to make it work.
The government did not give it enough time.

It’s the third one because when the Dawes act was passed the Native’s weren’t given enough land to farm, they didn’t have experience in farming, they lacked the money tools for it.
