There most likely not gonna listen if you tell them to turn their music down, so just have a talk with them. Maybe encourage them to buy some headphones or buy them yourself. You could always get revenge and play music loudly as well to make it even. I don't know your sister personally, so your just gonna have to talk to her and compermise.
