Explanation:

1.) the slope of 2x+3y=12 is -2/3 so take opposite and get 3/2.

2.) then use point slope form: y-6=3/2(x-4)

3.) distribute: y-6=3/2x-6

4.) put in point slope and get: y=3/2x (cause -6+6=0)
