The dimensions of the nations smallest post office are 8 feet 4 inches by 7 feet 3 inches why would you use the measurement 8 feet 4 inches instead of 7 feet 16 inches ?

Because 16 inches is one foot and 4 inches, as there are 12 inches in a foot. So this one foot is added to the 7 inches. Or otherwise we can say: a hundred inches (100 in).
