1) in order for two lines to be perpendicular, their gradients must multiply together to get -1
-1/3*b=-1
b=3
5=3(3)+b
5=9+b
b=-4
equation of the line is y=3x-4
2) parallel lines have the same gradient
4=2(-3)+b
4=-6+b
b=10
equation of the line is y=2x-10
