There are two ways to do it.

Get Rid Of Fractions:

r + 2/8 = 3/2

Divide the numerators by the dividends instead of keeping fractions

r + 0.25 = 1.5

Subtract 0.25 from both sides

r = 1.25 or 1 1/4 or 5/4

Keep The Fractions:

r + 2/8 = 3/2

Subtract 2/8 from 3/2

To do this you must find least common denominator

Start by simplifying 2/8

r + 1/4 = 3/2

The LCD is 4 so multiply 3/2 by 2 top and bottom

r + 1/4 = 6/4

Subtract 1/4 from both sides

r = 5/4 or 1 1/4 or in decimal 1.25
