The domain is the set of allowed inputs of a function. The range is the set of all possible y output values of a function. The x value is the input and y = f(x) is the output. The f(x) becomes f(2) so x = 2 is the input we want to plug in.

Let's do so

f(x) = 7x^2 + 3x - 2

f(2) = 7(2)^2 + 3(2) - 2 .... replace every x with 2

f(2) = 7(4) + 3(2) - 2

f(2) = 28 + 6 - 2

f(2) = 34 - 2

f(2) = 32

The input x = 2 leads to the output y = f(x) = 32

Put another way, the domain value 2 pairs up with the range value 32.
