It is the ratio of the partial pressure of the vapors of water to the vapor pressure in equilibrium at a given temperature. This is because of the rise of the relative humidity of the air surrounding the plant rises the rate of transpiration falls down. This is due to the fact that it is quiet easier for evaporation of water from the plant in dryer air as compared to the air which is more saturated with water vapor.
