Answer:

Check the image, we have sides A - A' and B - B' with the same length and the anges with the same lenght that fulfill the SSA criteria but triangles A and B are different

Explanation:

As you can see in the image triangles A and B have A and A' as corresponding sides that have the same length, but as the direction is different we have two different triangles, that's why SSA critetia can't be defined as a congruence criteria. Because eventhoug we have the two sides and angle from the same size we don't have two congruent triangles.
