According to my view, information become a liable only when it is not managed properly (Option A). The organization runs successfully based on several attributes, one important in those is the information.

If the information received is not channeled, then few important information which are really useful to upgrade the status may be lost, few other information might me misused and which may lead to the downfall of the organization. So the organization is liable for the flow of information and it needs to be governed.
