Explanation:Explanation: Similarly to Wilson or FDR, Truman was internationalist and wished collaboration with USSR. He supported development of A-bomb because of the war with Japan. At the same time he was afraid of communist expansion to Europe (and possibly to the western hemisphere) and knew that it could took roots in impoverished countries. That is why he initiated Marshall Plan (1947) designed to help european countries - that is the moment when Cold War started.
